The response from the planning officer to the letter from the parish council was as follows:
Many thanks for your email and letter in connection for the above.
Whilst at the time that Councillor O'Brien and I indicated that we had an adequate supply of sites to meet future needs this was set against the policy requirements set out in the NPPF at that time.
Since that time the new Government has published proposed revisions to the NPPF and to the Standard Methodology for the Calculation of Housing Needs. The proposals suggest that the level of housing need for Derbyshire Dales would increase from 216 dwellings per annum to 571 dwelling per annum. Although these proposals are yet to be confirmed, given the Government's manifesto commitment to increasing the delivery of new residential development over the lifetime of this Parliament it is likely that the revised Local Plan will need to find land for an increased level of new residential development that it has in the past. Whilst we are aware of some sites that might be able to meet the increased requirement we need to ensure that in taking the Local Plan forward that we do not miss any other opportunities to meet the Government's requirements. As such the Call for Sites process allows us to identify which additional sites may/may not be contribute towards meeting this need.
In terms of sites for Biodiversity, as you may be aware there is now a statutory duty for qualifying development sites to deliver a 10% increase in biodiversity when compared to its condition prior to development. Some of that uplift may well be capable of being delivered on-site, or on land in control of the landowner/developer. There may however be circumstances where the 10% Biodiversity Net Gain can only be delivered off site. The District Council's preference is that where off-site provision is required that this should ideally be situated within Derbyshire Dales on sites which are suitable to achieving such an aim. The inclusion of site for BNG within the Call for Sites will allow the District Council to consider what opportunities there may be for achieving this within Derbyshire Dales and whether such sites can be protected for such uses in the future.
